Chili Ginger Scallion Oil Chicken Rice
Poached chicken over rice, showered with sizzling ginger scallion oil and chili crisp.
Chinatown chicken rice is a whole genre. Every Chinese-American neighborhood has at least one spot doing some version of it: a bed of flavorful rice, tender seared or poached chicken on top, a punchy green sauce on the side that makes the whole dish sing. Hainanese chicken rice is the most famous. Cantonese soy sauce chicken rice is another. This dish lives in that tradition and takes the best part, the sauce, and turns it into the main event.
The ginger scallion oil is the show. Fresh ginger, scallions, garlic, and bird's eye chilies in a heatproof bowl. Then hot neutral oil blazed until it's almost smoking gets poured directly over the top. The whole mixture hisses and pops violently, and in about three seconds the raw bite of the scallion and ginger transforms into something sharp, fragrant, and deeply savory. A little soy and sesame oil round it out. It's one of the most rewarding three-minute techniques in all of cooking.
The chicken is velveted. Thinly sliced thighs tossed with baking soda and cornstarch, rested for ten minutes, then flash-fried in a smoking-hot pan until the edges go crisp and golden. Velveting is the Chinese technique that keeps thin-sliced meat impossibly tender, and it's why the chicken at a good Chinese restaurant always tastes silkier than anything you make at home. That's about to change.
Underneath, the rice gets its own treatment. Day-old rice tossed in garlic oil until every grain is coated, finished with wilted baby spinach for color and freshness. Not plain. Not a throwaway base. A fully flavored backdrop that earns its place in the bowl.
To plate, spoon rice into the bowl. Lay the crispy chicken on top. Pour the blazing chili ginger scallion oil generously over the chicken so it pools in the rice underneath. Cucumbers on the side for cool crunch, sesame seeds and extra chili flakes on top, chili crisp at the table for anyone who wants to turn it up further.
Don't be shy with the scallion oil. Every bite needs some.

Velvet the chicken AND make the scallion oil mixture simultaneously
Toss sliced chicken with baking soda, cornstarch, soy sauce, and salt. Set aside for 10 minutes. At the same time, combine sliced scallions, grated ginger, grated garlic, and sliced chilies in a heatproof bowl. Add soy sauce and sesame oil. Set aside.- Both steps run simultaneously. Don't start one before the other.
- Baking soda is the velveting magic. It changes the surface chemistry of the meat so it stays silky and tender. Don't skip it.
- Have everything for the scallion oil pre-grated and ready in a heatproof bowl. Once you start blazing the oil, you have about 3 seconds to react.

Flash-fry the chicken
Heat 2 tbsp oil in the wok over the highest heat until smoking. Add chicken in a single layer. Work in batches. Sear 60 to 90 seconds without touching until the edges are golden and crisp. Toss once and cook 20 more seconds. Remove and set aside.- Pan has to be screaming hot. The cornstarch coat sets into a crispy edge only at high heat.
- Don't crowd the pan. Crowded chicken steams instead of crisping.
- Pull the chicken just slightly underdone. The hot scallion oil poured on top finishes it.

Make the garlic rice
In the same pan over medium heat, add 1 tbsp oil. Add minced garlic and stir for 15 seconds. Add cooked rice and toss until every grain is coated in the garlic oil. Add spinach and toss until just wilted.- Don't burn the garlic. 15 seconds in the oil is enough, just until fragrant.
- Toss the rice aggressively to coat every grain. Garlic rice should look glossy, not patchy.
- 04
Blaze the scallion oil
Heat 1/3 cup neutral oil in a small saucepan over high heat until smoking and almost shimmering. Pour the blazing hot oil directly over the scallion ginger garlic chili mixture. It will sizzle and pop loudly. Stir immediately to combine.- The oil needs to be smoking hot. This is what cooks the raw scallion and ginger and transforms them from sharp to fragrant and sweet.
- Be careful, the oil will spit when it hits the moisture in the scallions. Keep your face back.

Assemble and plate
Spoon garlic rice into wide bowls. Lay chicken pieces over the rice. Arrange cucumber slices on the side. Spoon the chili ginger scallion oil generously over the chicken. Finish with sesame seeds and extra chili flakes. Serve with chili crisp on the side, if using.- The scallion oil is the star. Don't be shy with it, every bite needs some.
- Pour the oil over the chicken so it cascades down into the rice. The rice picks up the flavor through the bowl.
